Position Summary

The Human Resources Manager reports to the Vice President for Research (VPR) and plays a lead role in accomplishing Colorado State University's research and creative artistry goals through the development and implementation of effective human resource practices. The Research Division is a complex organization with personnel ranging from entry level to executive officers of the university. The OVPR's commitment to demonstrating the highest standards of research, business management, and the responsible conduct of research, coupled with the multi-faceted human resource considerations of working with sophisticated research centers and institutes like the Infectious Disease Research Center (including BioMARC), the Center for Healthy Aging, the One Health Institute, and the Powerhouse Energy Institute, merit the skill-set of a manager-level human resources professional.

Comprehensive and consistent leadership of the human resource function is expected to develop and execute personnel strategies in support of the overall strategic mission of the OVPR. These functions include organizational and performance management, change management, equal opportunity advocacy and representation, training and development, and employee relations consulting services. The HR Manager will provide strategic leadership by articulating human resource needs to the OVPR's executive leadership team as well as provide human resource guidance to division leadership and staff. The HR Manager will think and act strategically to develop a strong foundation of research personnel as the research enterprise expands and new research units and resources are incorporated into the OVPR.

Required Job Qualifications

A Bachelor's degree in Human Resource Management, Business or Public Administration, Labor Relations or similar field.

A minimum of five years of progressively responsible experience in human resources, labor relations, and/or equal opportunity administration in higher education, government and/or private industry.

Demonstrated knowledge of employment law and management practices

Strong communication and interpersonal skills.

Preferred Job Qualifications

Master's degree in a relevant field such as Human Resource Management, Labor Relations or similar field.

Advanced degree(s) in same area(s) is desirable.

More than five years of progressively responsible experience in human resources, labor relations, and/or equal opportunity administration in higher education, government and/or private industry.

Experience with a variety of different employee classifications (ie, at will employees, State Classified employees, tenured employees).

Experience with an institution of higher education in the area of Human Resource management.

Experience working with university

policies and procedure.

Essential Duties

Job Duty Category OVPR Human Resource Management

Duty/Responsibility

*Work with the OVPR Executive Committee to implement and support a human resource strategic plan for the OVPR

*Work with the OVPR Executive Committee to ensure continuity of all OVPR human resource operations.

*Serve as a resource on and maintain all aspects of human resource needs for administrative professionals, state classified and hourly employees in the OVPR. This includes but not limited to creation of positions, recruitment planning and execution, disciplinary (as authorized by University representatives in Central Administration and the Office of General Counsel) search process advisement, employment records, supplemental pay and out of cycle increases.

*Work with the OVPR Executive Committee to provide advice on all matters of human resource initiatives and processes.

*Create and maintain human resource records in CSU's human resource systems such as the Talent Management System, Oracle, and Time Clock Plus.

*Serve as a subject matter expert for CSU's human resource system and processes.

*Assist division leadership in support of organizational and human resource planning and implementation.

*Provide leadership and guidance to HR function by overseeing talent acquisition, career development, succession planning, retention of employees, training and leadership development

*Serve as an advisor to division leadership in all aspects of HR management.

*Consult with hiring authorities to provide best practices in recruitment and selection of talent along with advising on proper employee types to meet the needs of individual units.

Duty/Responsibility

*Serve as the OVPR's OEO officer and represent the OVPR as the primary contact for CSU's central HR and the OEO

*Represent OVPR to central HR and the Office of General Counsel to resolve escalated employee issues

Duty/Responsibility

*The position supervises one administrative professional responsible for HR management in the Lab Animal Resources division, student hourly positions and may supervise additional Division-level human resource management administrative professionals.

Duty/Responsibility

*In collaboration with Central HR and the Office of Diversity and Inclusion, assist with training managers and staff on how to select, manage, evaluate and retain diverse employees.

*Design programs and organize activities supporting diversity and inclusion within the OVPR.

*Act as liaison with the Office Diversity and Inclusion to ensure OVPR is following best practices.
